Position Director of the Central and Eastern European Department at CEGOS Group of consultants then at SFC:
Description - Creation and development of an activity of consulting and training in a geographical area where this activity did not exist (the former communist countries of Central Europe and the ex-Soviet Union).

- Turnover "equivalent 20 men/year" in 1995.

- All these proposals, resulting in contracts, were negotiated in consortium with various European partners: Lancashire Enterprises plc, I.I.A.P., Intégral, British Aerospace, Intergroupe, Bernard Brunhes Consultants, etc.

  


Contract manager for the Romanian Ministry of Labour of a technical assistance project for the labour market's development, to tackle unemployment.

E.E.C./PHARE financing, 1993-1994.

 

This project comprised different components:
Reinforcement of the Labour Ministry in the setting-up of its employment policy and creation of an Office of Employment.
Reinforcement of the regional structure for employment and training of the regional centres' managers. 
Setting-up of a training plan for job seekers with the realisation of 4 regional pilot experiments.

Daniel BOLLINGER personally realised a survey of jobs that had disappeared during the Socialist Era and reappeared with the market economy.

 He achieved this survey on a regional level in all Romania's judets so that the future managers of micro and small companies could compensate for the weaknesses in Romania's new economic fabric (1993).

 

Participated in the design and negotiation of the project to convert four military-industrial complexes :

 

EEC-TACIS, 4.2 millions ECUs, 1993.

    - in Russia (St. Petersburg and Samara)
    - Belarus (Minsk) and Ukraine (Kiev).

The project cycle methodology 

I have practical experience of the conception and management of each step of the project cycle:
Selection. 
 

Appraisal (ex ante evaluation). 
Financial negotiation (loan or grant). 
Project implementation. 
Monitoring. 
Ex post evaluation. 


I'm a day-to-day user of the software "Microsoft Project 98" for the conception and the follow-up of projects. 

At certain moments of the project life, it seems we are in a deadlock and it is necessary to find new ideas. Creativity techniques make it possible to leave a blocked situation. 
The heuristic techniques that I use constitute artificial stimuli, which make it possible to produce ideas
Some exemples : 
THREE WISHES: the working group expresses three wishes, even eccentric ones, concerning the solution of a problem, then starting from each wish, one generates ideas by making free associations.


THE DISCOVERY MATRIX : I draw a double-entry table in which I cross different elements which were not intended, a priori, to meet with each other. This "organised meeting" will allow the detection of some "innovation windows". 

THE WORD CHOOSEN AT RANDOM : One of the participants closes their eyes and chooses a word at random, preferably a noun, from any page of a book. The group define the characteristics and the functions of the chosen word, then make associations with the problem posed.
